I am still wondering about this.

The App is called Plotagraph. And with it you can add motion to still images. There is a full blown version of Plotagraph for the PC, which costs a lot more than the App for the iPad.

I am trying this out on some of the images on my architectural photographer page which have sky that warrants the injection of some motion, like this picture of Poole Police Station.
